(DHAKA- Bangladesh) - The illegal and uncalled misuse of the Exit Control List in Pakistan, is being used to stop ordinary citizens, even housewives, from travelling abroad to reunite with her family.
Ms. Zaibul Nigar wife of Mr. Abdul Hamid Khan, of Gilgit Baltistan, was stopped by officials of the Federal Investigation Agency (FIA) at Islamabad Airport on January 30, 2012, offloaded from the aircraft without any justifiable reason, and told that as she is the wife of Mr. Abdul Hamid Khan who is the Chairman of Balawaristan National Front, (BNF) her movements have been restricted.

The world has its own set of laws that were agreed upon by the ruling nations in 1948, and many people are not aware of this simple fact. At the root of the concept of world citizenry itself, is the United Nations Universal Declaration of Human Rights, an overriding and supreme law that ensures many essential human rights that governments today fail to observe. Also central to any hope of human success, is the understanding of the human hierarchy of needs, as defined by Abraham Maslow- more information on this at the conclusion of this entry. We must use the Internet as a tool of justice at every junction, and we need to assist all human beings, everywhere, and not allow cultural, racial or religious preferences as determiners.
In this letter, William Gomes urges Mr. Asif Ali Zardari,
President of Pakistan, in Islamabad, to allow Ms. Zaibul Nigar to travel out of country to meet her husband which is guaranteed by the Constitution; and to lift the ban of her free movement through Exit Control List and allow her to enjoy her married life without any official restriction.

I am writing to voice my deep concern regarding the illegal and uncalled misuse of Exit Control List to stop ordinary citizen including housewives to travel abroad for the unification of the family.
I am shocked to learn that Ms. Zaibul Nigar wife of Mr. Abdul Hamid Khan, resident of Barkolti, Tehsil Yasin, District Ghizer, Gilgit Baltistan was stopped by officials of the Federal Investigation Agency (FIA) at Islamabad Airport on January 30, 2012. She was offloaded from the aircraft without any justifiable reason. She was just told that as she is the wife of Mr. Abdul Hamid Khan who is the Chairman of Balawaristan National Front (BNF) her movements have been restricted.
According to the information I have received, Ms. Zaibul Nigar with her brother Mr. Majeed Ullah Khan was proceeding to Bangkok through Thai Air Lines flight no. TG 0350 to meet her husband but at Islamabad airport she was offloaded from the plane and the authorities informed her that the Federal Ministry of Interior has imposed restriction on her movement and she was prevented from leaving Pakistan. Her brother was allowed to go.
It is very surprising for me that the authorities have not given her anything in writing and asked the security guards to remove her from the airport. Ms. Nigar previously has never been informed of her name is on the exit control list and also has never been given any opportunity of hearing in terms of section 2 subsection 2 of exit from Pakistan (Control Ordinance 1981).
This act of the authorities at the airport was against the principle of natural justice which says that no one should be condemned unheard. Nigar is purely a house wife and she has no record or criminal case against her. Her visa application for Belgium has been pending for three years.
Pakistan has ratified the UN International Covenant on Civil & Political Rights and Universal Declaration of Human Rights. Under aticle 13 (1) of the Universal Declaration of Human Rights, (1948) (UDHR), states that “everyone has the right to freedom of movement and residence within the borders of each Stateâ€. Article 12 (1) of The International Covenant on Civil and Political Rights, (1966) (ICCPR), a legally binding instrument, provides for the right to liberty of movement and freedom to choose ones residence for those ‘lawfully’ within the territory of a State. This would therefore exclude irregular migrants entering a State, of which they are not a national, although migrants whose status has been regularised would be considered to be lawfully within the territory for the purposes of Article 12. A number of national constitutions reflect this provision of international law and provide citizens with the right to freedom of movement within the State. However this right may not be fully extended to migrants present within the territory who may be restricted to residing in certain parts of the country.
I, therefore urge you to allow Ms. Zaibul Nigar to travel out of country to meet her husband which is guaranteed by the Constitution. Please also lift the ban of her free movement through Exit Control List and allow her to enjoy her married life without any official restriction.

Maslow's hierarchy of needs
As children we are educated in right and wrong, we are told how to conduct ourselves; we learn both expectations and limitations, and from that point we go forth with these tools, and our individual personalities, and fail or succeed accordingly.
In school we quickly understand that without paper, there is no place to write. Once we have paper, a pen or pencil is required to move to the next point. There is a great analogy that exists between this simple concept of paper and pen, and what we know today as Maslow's hierarchy of needs- the theory in psychology proposed in Abraham Maslow's 1943 paper A Theory of Human Motivation.
He demonstrated how without the correct necessities, a person can do little good for themselves, and has none to offer for others. However when people are housed and have clothing, heat, food, health and security, anything is possible. However if just one of these dynamics is removed from the mix, the chance for success can be adversely affected.
Wikipedia describes Maslow's hierarchy of needs as a pyramid consisting of five levels:
The lowest level is associated with physiological needs, while the uppermost level is associated with self-actualization needs, particularly those related to identity and purpose.
The higher needs in this hierarchy only come into focus when the lower needs in the pyramid are met. Once an individual has moved upwards to the next level, needs in the lower level will no longer be prioritized. If a lower set of needs is no longer be met, the individual will temporarily re-prioritize those needs by focusing attention on the unfulfilled needs, but will not permanently regress to the lower level.
For instance, a businessman at the esteem level who is diagnosed with cancer will spend a great deal of time concentrating on his health (physiological needs), but will continue to value his work performance (esteem needs) and will likely return to work during periods of remission.

BOOOOOOO .... Kill joy, using my birthday to down tempo the worlds dilemmas. Anyway lets not forget other previous empires that shaped this world as it is today ;) We dropped the ball years ago, no excuses now for other countries (hint hint) to follow in it's previous foot steps :D (Thanks for the comment though, always amuses me. Great to see you lot are still packing a punch, and still going at it :))

This same thing happens in the States as well. You also have to respect and understand that not every country in the world is going to think and behave like the United States. Your system is also deeply flawed , as well as having the most draconian immigration system in the world (it makes Russia look like disney land now in comparison). Getting in and out of the states is a nightmare. If you had a criminal record, they can confiscate your passport and prevent you from leaving to visit "family" (this does not happen in other countries, more so if you have already done your time) .
This is also the case when it comes to families or relatives that the homeland security deem as a high risk. The F.B.I are just as bad in controlling this regulation as well. Except they go one step further as in to using Coercion towards other countries through there usual blackmail manipulated tactics, towards other countries that they think have full rights and access to, when it comes to there own interests. No other country has that jurisdiction or the legalcalities to do that in any other country..legally!. I can assure you if any other country behaved in such a way towards america, it would cause a diplomatic nightmare.
As long as America just steam rolls in like the F.B.I do, then the respect for America will still be at the bottom of the list when it comes to the rest of the worlds opinions towards America and it’s aggressive blitz screen behavior towards the rest of the world.
Editor: I know what you mean Dexter, but this is from William Gomes in Bangladesh, he keeps up on these cases and we run them, it is for the benefit of the people in the affected place, not intended to compare countries. So far two of William's letters have been about issues in America, so he isn't missing or overlooking that, and I'm sure we'll hear about england also in time, since the UK started the world's biggest problems anyway mate... LOL! Happy birthday Mate, you know I'm not here to stand up for America's ills.
