Reported Chemtrails Over California and Oregon Tough to Explain

We can only begin to imagine how much this untested theoretical practice is costing the U.S. taxpayer.

(SALEM) - Chemtrails are being delivered over Sacramento, California on most clear days and it is no conspiracy theory. Something is taking place that most Americans know very little about.

You know the feeling you get when you are flying above a city, you look down at people the size of ants? If you turn around and make yourself the ant, what can you see in the sky? Just an object flying along, far away.

We are all helpless ants in this country as the biggest act of deception takes place right over our heads. For years now, the U.S. government has been spraying metallic debris into the sky with a goal of reducing global warming.

They admit that the aluminum particles have not been tested for compatibility with human health. This is alarming.

In parts of California, particularly the Mount Shasta area, which seems to have served as a testing ground for this sky pollution, the PH levels in soil are devastated. What is up, must come down. So all of that material is landing on the earth, it isn't dissipating, it is just landing and settling. Our children playing outside are in the target zone.

I co-produced a PBS documentary several years ago about the crash of a B-17 bomber on the Oregon coast during WWII. While producing this, I learned about contrails, white streaks in the sky created by an aircraft. It is a disturbance of fuel emissions and frozen water vapor... nothing is being sprayed. A contrail goes away. A chemtrail (Anyone can watch this happen in Sacramento most days if they have the time) stays, and spreads out, eventually becoming clouds in the sky. This is the idea, to block the sun...

We can only begin to imagine how much this untested theoretical practice is costing the U.S. taxpayer. The same goes for the health of people who absorb the fallout from this practice.

It is clear without question that the west coast of the United States is seeing ongoing and increased use of chemtrails. I understand it is taking place all over the U.S. but I am sticking to what I am seeing with my own eyes.

As I have gleaned information about this from reliable sources and other studies, I have personally witnessed this take place in California. I would say that I am one of the few journalists in the Sacramento area who spent the better part of a year working outside in the sunlight with a laptop, publishing news and observing this unmistakable, consistent practice.

Planes fly, they leave sharp white trails, these spread out or thicken. Planes fly particular patterns, and after a period of time, the amount of sun and blue sky are greatly diminished.

I loathe the term "conspiracy theory" because it is used to discredit real information that the U.S. government does not want the majority of the public to believe. Anyone who lives in Sacramento in particular, who spends any time outside, is familiar with what I am writing about.

Sacramento and Bay Area

Near Sacramento, in the Bay Area, lives Rosalind Peterson, founder of California Skywatch. She retired from a career with the Dept.of Agriculture, where she was responsible for safety issues. She says she became angry when the skies over California were no longer as blue. She says in areas where this was taking place, there were unusually high levels of heavy metals, and they contain Barium, aluminum, manganese, magnesium and zinc. She first became familiar in 2002 by visually inspecting the daily occurrences.

Peterson is featured in the same Discovery Channel program as Investigative journalist William Thomas, who says "This is a deliberate project to slow down global warming. These trails were appearing over rural areas away from navigational beacons and normal air routes, they would appear for weeks at a time and then disappear entirely, only to reappear months later, unlike normal, scheduled air traffic."

Thomas says, "The problem with chemtrails, is that when we attempt to geoengineer and interfere with the complex interrelated atmospheric processes, we are in for unintended consequences on a major scale."

The documentary What in the World Are They Spraying?, reveals that thousands of scientists, engineers, policymakers and journalists, gathered in San Diego for the American Association for the Advancement of Science conference, one of the topics was the artificial manipulation of the earth's climate, called 'Geoengineering'.

"During the meeting, one of the scientists spoke about the plausibility of implementing geoengineering campaigns through out the entire world, under the guise of preventing global warming. One widely accepted theory was to block the sun by spraying 'something' into the atmosphere, when they were asked about existing aerosol programs, they stated clearly that no such programs were implemented."

Journalist Stewart Howe, said he had to drop in and see what they had to say. While the scientists deny outwardly that chemtrails are a matter of reality, they did inadvertently reveal that aluminum has four times the reflective surface and volumetric rate of sulfur. While they did not admit to the practice taking place, they did admit that they believe it would work.

Recent Events in Southern California

I have been contacted by a number of people over the years who expressed concerns over chemtrails, mostly in California. New information from one source who asked not to be named, paints a frightening picture of what may be taking place over the biggest population center in the country.

"We are working people and have researched this for several years. In fact we are fed up with anyone that questions the spraying of the population being labeled as such. We know an un-named branch of the government has been spraying chem-trails on all NATO countries since 2001. The 'Space Preservation Act of 2001' specifically names "chem-trails" as permissible.

The "Space Preservation Act of 2001", which was sponsored by Dennis Kucenich, states: "Congress reaffirms the policy expressed in section 102(a) of the National Aeronautics and Space Act of 1958 (42 U.S.C. 2451(a)), stating that it `is the policy of the United States that activities in space should be devoted to peaceful purposes for the benefit of all mankind."

Under definition, the bill states that governments can not inflict death or injury on, or damage or destroy, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)-- "by expelling chemical or biological agents in the vicinity of a person."

The bill specifically states that terms ban exotic weapons systems such as-- "chemtrails".

There is no question that the practice is forbade by international law, yet it is taking place, experts say.

Three weeks ago, planes out of Arizona reportedly sprayed for hundreds of miles over Imperial, San Diego, San Bernardino, Riverside, Orange, Los Angeles and Kern County, even Ventura County.

The source concluded by simply saying, "We are very angry." That sentiment seems to run strong with Americans who are asking about this strange daily occurrence,

Thank you for writing this article. Dane Wigington of geoengineering.org cautions the media on using the term 'chemtrail'. Replacing it with the term persistent contrail for a farther reach. I'm mad as hell about the daily persistent contrails I have been photodocumenting on the north Oregon coast or the past 12 years. How do we stop it?

I have seen,many times over the past 3-4 years here in the UK,NORTH EAST ENGLAND planes like the size of passenger planes spraying chemicals every day. I have also witnessed 4 planes flying side by side going up the east coast of uk spraying. we have been told that half the population of the uk will develop some sort of cancer but they don't know why, has this got something to do with this spraying of chemicals THEY DON,T KNOW!! HEAVEN HELP US

I guess since the "Truthers" have steadily been losing traction on the 9/11 Conspiracy (after 12+ years no one has come forward to clear their conscience), you have another one that lends itself to another endless stream of quasi-facts that when held up to the light of scientific reasoning falls into fantasyland. Of course that will not stop those who engage in this behavior, and actually allows students of Psychiatry and Psychology a fertile area of observational study. For the latter, thank you. Note: ALgore, like his father who voted against all Civil Rights legislation (look it up!), he is pretty much looked upon by those in the real scientific community as a huckster, but is good at generating grant money...

Pg. 7: The heater is used to modulate the conductivity of the lower ionosphere, which in turn modulates ionospheric currents. This modulated current, in effect, produces a virtual antenna in the ionosphere for the radiation of radio waves.

Pg. 7: It is known that ELF/VLF signals generated by lightning strokes propagate through the ionosphere and interact with charged Particles trapped along geomagnetic field lines, causing them, from time to time, to precipitate into the lower ionosphere. If such processes could be reliably controlled, it would be possible to develop techniques to deplete selected regions of the radiation belts of particles, for short periods, thus allowing satellites to operate within them without harm to their electronic components, any of the critical issues associated with this concept of radiation-belt control could be investigated as part of the DOD program.

Pg. 9: 2.6. Oblique HF Heating: Most RF heating experiments being conducted in the West and in the Soviet Union employ vertically propagating HF waves. As such the region of the ionosphere that is affected is directly above the heater. For broader military applications, the potential for significantly altering regions of the ionosphere at relatively great distances (1000 km or more) from a heater is very desirable. This involves the concept of oblique heating. The subject takes an added importance in that higher and higher effective radiated powers are being projected for future HF communication and surveillance systems. The potential for those systems to inadvertently modify the ionosphere, thereby producing self-limiting effects, is a real one that should be investigated, In addition, the vulnerability of HF systems to unwanted effects produced by other, high power transmitters (friend or foe) should be addressed.

Pg 10: There is also evidence in the West that at peak power operation parametric instabilities begin to saturate, and at the same time modest amounts of energy begin to go into electron acceleration, resulting in modest levels of electron-impact excited airglow.

Pg 11: Given that the Soviet HF facilities are several times more powerful than the Western facilities at comparable mid-latitudes, and given that the latter appear to be on a threshold of a new “wave-particle” regime of phenomena, it is believed that the Soviets have crossed that threshold and are exploring a regime of phenomena still unavailable for study or application in the West.

Pg 11: What is clear, is that at the gigawatt and above effective radiated power energy density deposited in limited regions of the ionosphere can drastically alter its thermal, refractive, scattering, and emission character over a very wide electromagnetic (radio frequency) and optical spectrum, what is needed is the knowledge of how to select desired effects and suppress undesired ones.

Pg 11: Over time scales op 100′s of milliseconds and longer, the microinstabilities must coexist with other instabilities that are either triggered or directly driven by the HF-induced turbulence. Some of these instabilities are believed to be explosive in character.

Pg 12: Moreover, even at one experimental station, physical phenomena excited by a high-power HF wave is strongly dependent upon background ionospheric conditions. A classic illustration of this point may be found in Arecibo observations made when local electron energy dissipation rates are low. In this case, the ionospheric plasma literally overheats due to the absence of effective electron thermal loss processes.

Pg 14: The HAARP is to ultimately have a HF heater with an ERP well above 1 gigawatt (on the order of 95-100 dBW); in short, the most powerful facility in the world for conducting ionospheric modification research. In achieving this, the heated area in the F-region should have a minimum diameter of at least 50 km, for diagnostic-measurement purposes.
4.1.2. Frequency Range of Operation

Pg 14: The desired heater would have a frequency range from around 1 MHz to about 15 MHz, thereby allowing a wide range of ionospheric processes to be investigated. This incorporates the electron-gyro frequency and would permit operations under all anticipated ionospheric conditions. Multi-frequency operation using different portions of the antenna array is also a desirable feature. Finally, frequency changing on an order of milliseconds is desirable over the bandwidth of the HF transmitting antenna.

Pg 15: 4.2.1. Incoherent Scatter Radar Facility: A key diagnostic for these measurements will be an incoherent scatter radar facility to provide the means to monitor such background plasma conditions as electron densities, electron and ion temperatures, and electric fields, all as a function of altitude. In addition, the incoherent scatter radar will provide the means for closely examining the generation of plasma turbulence and the acceleration of electrons to high energies in the ionosphere by HF heating.

Pg 15: 4.2.2. Other Diagnostics: The capability of conducting in situ measurements of the heated region in the ionosphere, via rocket-borne instrumentation, is also very desirable. Other diagnostics to be employed, depending on the specific nature of the HF heating experiments, may include HF receivers for the detection of stimulated electromagnetic emissions from heater induced turbulence in the ionosphere; HF/VHF radars, to determine the amplitudes of short-scale (1-10 m) geomagnetic field-aligned irregularities; optical imagers, to determine the flux and energy spectrum of accelerated electrons and to provide a three-dimensional view of artificially produced airglow in the upper atmosphere: and, scintillation observations, to be used in assessing the impact of HF heating on satellite downlinks and in diagnosing large- scale ionospheric structures.

Concepts for directly and deliberately manipulating Earth's climate system, collectively referred to as "geoengineering," have been proposed as contingency responses to global warming. Their consideration is motivated by accelerating fossil-fuel use and growing evidence of rapid changes underway in our planet's atmosphere, land, and oceans. While stabilizing and reducing greenhouse gas emissions provides a direct, long-term solution to mitigating climate change, establishing effective strategies and making substantive progress may take time. Some forms of geoengineering in concert with mitigation efforts have been suggested to avoid or reduce the risk of the most damaging climate impacts such as abrupt and irreversible tipping-point events. Yet geoengineering itself is complex and fraught with additional issues and risks that are still poorly understood. Satellite observing systems can play a key role in improving scientific understanding and risk assessments for geoengineering (including the risk of geoengineering research itself) in a rigorous, open, and transparent fashion. This talk will cover the motivations and risks of geoengineering and what can be done to support informed decision-making.

A BILL

To preserve the cooperative, peaceful uses of space for the benefit of all humankind by permanently prohibiting the basing of weapons in space by the United States, and to require the President to take action to adopt and implement a world treaty banning space-based weapons.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Space Preservation Act of 2001'.

SEC. 2. REAFFIRMATION OF POLICY ON THE PRESERVATION OF PEACE IN SPACE.

Congress reaffirms the policy expressed in section 102(a) of the National Aeronautics and Space Act of 1958 (42 U.S.C. 2451(a)), stating that it `is the policy of the United States that activities in space should be devoted to peaceful purposes for the benefit of all mankind.'.

SEC. 3. PERMANENT BAN ON BASING OF WEAPONS IN SPACE.

The President shall--

(1) implement a permanent ban on space-based weapons of the United States and remove from space any existing space-based weapons of the United States; and

(2) immediately order the permanent termination of research and development, testing, manufacturing, production, and deployment of all space-based weapons of the United States and their components.

SEC. 4. WORLD AGREEMENT BANNING SPACE-BASED WEAPONS.

The President shall direct the United States representatives to the United Nations and other international organizations to immediately work toward negotiating, adopting, and implementing a world agreement banning space-based weapons.

SEC. 5. REPORT.

The President shall submit to Congress not later than 90 days after the date of the enactment of this Act, and every 90 days thereafter, a report on--

(1) the implementation of the permanent ban on space-based weapons required by section 3; and

(2) progress toward negotiating, adopting, and implementing the agreement described in section 4.

SEC. 6. NON SPACE-BASED WEAPONS ACTIVITIES.

Nothing in this Act may be construed as prohibiting the use of funds for--

(1) space exploration;

(2) space research and development;

(3) testing, manufacturing, or production that is not related to space-based weapons or systems; or

(4) civil, commercial, or defense activities (including communications, navigation, surveillance, reconnaissance, early warning, or remote sensing) that are not related to space-based weapons or systems.

SEC. 7. DEFINITIONS.

In this Act:

(1) The term `space' means all space extending upward from an altitude greater than 60 kilometers above the surface of the earth and any celestial body in such space.

(2)(A) The terms `weapon' and `weapons system' mean a device capable of any of the following:

(i) Damaging or destroying an object (whether in outer space, in the atmosphere, or on earth) by--

(I) firing one or more projectiles to collide with that object;

(II) detonating one or more explosive devices in close proximity to that object;

(III) directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against that object; or

(IV) any other unacknowledged or as yet undeveloped means.

(ii) Inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)--

(I) through the use of any of the means described in clause (i) or subparagraph (B);

(II) through the use of land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations; or

(III) by expelling chemical or biological agents in the vicinity of a person.

(B) Such terms include exotic weapons systems such as--

(i) electronic, psychotronic, or information weapons;

(ii) chemtrails;

(iii) high altitude ultra low frequency weapons systems;

(iv) plasma, electromagnetic, sonic, or ultrasonic weapons;

(v) laser weapons systems;

(vi) strategic, theater, tactical, or extraterrestrial weapons; and

(vii) chemical, biological, environmental, climate, or tectonic weapons.

(C) The term `exotic weapons systems' includes weapons designed to damage space or natural ecosystems (such as the ionosphere and upper atmosphere) or climate, weather, and tectonic systems with the purpose of inducing damage or destruction upon a target population or region on earth or in space. //End

It's not just on the West Coast. I've watched chemtrails from my backyard sprayed by high flying aircraft for days on end. I'm in New Jersey; not too far from Philadelphia. A few years ago, Dr. Rosalie Bertell, a renowned scientist, confirmed to me that this is an international activity. She also said that we are breathing in the fallout from chemtrails. None of this sounds like an activity that most of us would approve of. For universities, money drives the train so I seriously doubt that the comments from 'Government troll' are accurate. Government contracts and grants to universities can effectively control opposition to questionable programs.

Hardly a government employee, or any kind of employee at all. 100% confident that this is all about nothing, just like the bs about "man-caused" climate change on a macro level...on a small insignificant micro-level, possibly...but it is really quite insignificant if there is one on that level. Example: Latest major cold fronts in the mid west to the east, so if there was a significant climate change made on a small level, well it got rolled over. This thing about government messing with us does have merit though...look at the IRS and Obamacare...now wait when they start cancelling policies later this year. Obama is trying to stop it from happening until after the November elections...yeah the kind of change you want? Just what has this regime done that merits the loyalty some of you have? Soon many of you are going to be in some real deep do-do and no one around to help you except for those who you demonized. Chances are we will help you all once again, anyway.

It is taking place. The evidence is in the sky almost every sunny day. You heard that from me, a direct witness to this. Contrails do not spread out to become large cloud formations, they dissipate. Sorry, this is a real matter. Besides, you consistently comment with even using a name, I suspect your remarks will be dismissed by most people with an open mind.

There are dozens of top research universities on the west coast and none have voiced any concern about this latest "GIGO" conspiracy. I suggest that the below poster look up what a "monsoon" is. If you want to see some major ugly colors from jet traffic, go to India or China. Maybe a course in Atmospheric Sciences and Physics would help explain this for some of you. Just the same, there are top flight research departments in various universities that do not allow government to dictate their research, and they would be front and center if there was any real meat to this situation.

Operation Popeye was a cloud seeding process during the Vietnam war. They seeded the clouds to extend the monsoon season.

Its crazy. these things are everywhere and nobody cares, and many will try to tell you you're dumb and paranoid and that they are only contrails. hahah.. that's pretty funny if you know what a contrail is. anyways this does nothing for global warming, but it does help haarp capabilities. there is also a huge patent list associated with chemtrails. many of which are for weather modification and other shady things with the atmosphere.
