(HONG KONG) - Rt. Hon. Dr. Baburam Bhattarai Police denying their identity and operating illegally; it is a problem that ranges from right here in Salem, Oregon, Kathmandu, Nepal, where a young man was recently tortured by police in civilian clothes.

This is Otero’s inaugural trip to the region since she assumed her new duties as Under Secretary for Civilian Security, Democracy, and Human Rights.
