Sexual Predator Caught Trying to Rape 20-Year-Old Woman

(CORVALLIS) - A registered sex offender, in the middle of committing another sexual crime, was caught in the act by Corvallis Police.

Corvallis police detectives say a 20-year-old woman was walking alone on NW 23rd Street just before 8:00 AM Saturday when a man approached her and tried to start a conversation.

The man, who police identified as 42-year-old Brian Downer, then knocked the woman down and tried to rape her.

Fortunately, a man was walking in the area, and heard the scuffle between the two, and called 911.

Downer tried to flee the area, but the witness followed him until police arrived.

As officers arrived, Downer took off in a vehicle at a high rate of speed.

He later crashed into another vehicle, and was taken into custody.

Downer is being held in the Benton County Jail on several charges including Attempted Rape, Attempted Kidnapping, Assault, and Probation Violation.

Downer is on lifetime probation from Arizona for multiple sexual assault convictions.

I'll not dignify your ignorant remarks with more, but will expect your ID to include any classroom experience you may have, and any other levels in the profession of education, too. Fair enough ? Teachers qualify for their license...all you do is take more...license, that is.

Christine, Only an idiot would blame your niece. Unfortunately there are a few idiots out there and don't anyone say, "Yeah Al and you are one of them." I know when I am being stupid. I am shocked at the ignorance that so many people have put forth. Many of them are busy and so am I but very few of them do research. I wish I was in front of an audience to ask the people, "How many of you have read about the Elite Groups that I have and will mention over and over again. How many people have researched the Rothchilds, Rockefellers or any of the banking families that control the world. How many people did the research to learn that the Federal Reserve is a totally private banking corporation. You might as well call it XYZ Bank. Then I get the stupid line that the president appoints the chairman. Then I have to explain that deal. I am so sick of it. But I won't stop.

I despise what this man has done. He is truly sick and typically American. However, we need criminals in this country to keep the crapmill going. Someone has to commit crimes otherwise too many people will be put out of work and will have to do something productive like something agricultural. It is the same as cancer cures. We need cancer. It is big business. I spoke to people at Sloan Kettering and they told me that the system does not want a cure because there is too much money in the treatments. If we cure cancer, it will put too many people including doctors out of business....we do not want that do we? The same with gasoline, if they invent a cheap alternative source of fuel, Americans will be able to save money and have a higher standard of living. This would be terrible because people would do things like go on vacations and have some of the things that they want in life. What about all of the poor people in the Petroleum Industry....do you want to put them in the streets? They have to live too you know. What is this country without gas stations and hamburgers? The answer is nothing. God made us to eat hamburgers, then drive to work because we need money to pay for the gas and hamburgers. It is somewhere in the Bible, I forget which chapter, keep seeking and ye shall find. But do not stop looking. Without crime, cancer, petroleum, alchohol, cheaply made houses that look like palaces, our economy would collapse. So thank your lucky stars that we have crimminals to keep law enforcement well paid with their two income families. This way they can spend money on hamburgers too. This is good for the beef industry and the cancer industry. We need corruption in order for America to remain the greatest country in the world. Pin a flag in your underwear and show the world that you are a true patriot and not an enemy combatant of the system. Show those tatoos proudly.

Henry, the truely professional teachers as you say, can't even pass the tests for the subjects they're supposed to teach. And you want us to pay the dam bill? You're not only worlds apart your're on some other planet. We simply need to let it work, provide truly professional personnel, pay the damned bills and forget the persuasive propaganda perpetrated for several generations, mostly by those many whose private interests and political persuasions make their efforts so persistent.Love to continue, suggest emailer relayed via Tim. Hank, I think that all schools should be privatized to bring out the best teachers. In most states you know that tenured dead wood teaches bad attitude. Poor children can be given vouchers by the government so that they can go to the same private schools as rich kids. I am glad that I went to private schools. The teachers could be fired if they were not up to snuff. I have to say, that most of them especially in my grammar school, cared about us and worked like dogs. I will never forget them (some screw-balls too) but they all worked and knew that if they did not perform they were History and Herstory.

Al: No offense meant to many "on the private side" --but that situation you describe characterizes far too many so "blessed" --and is one of main reasons Founders felt "common school",supported by ALL and socializing MOST, was democratic essential. ONLY "college" I could make was 3-yr. "normal school" up the hill from my Maine home --so I started there with tchr certification --and never looked back !! Lucky !!!

overwhelmed with the negativity. Sin is why we have these problems. Any other explanation misses the mark. I am just as capable as anyone of commiting sinful acts like this but thank God I don't. I give God the credit for my good behavior and I am happy to forgive others who want to walk in the newness of life. Good point Hank, I went from a small private school grades 1-8 to a larger private high school to an even larger (of course) private college. As the numbers in the classroom increased, so did the lack of humanity among the students which had nothing to do with age. We went from being a tight nit family to a large corporation. I used to call my college "The Factory."

To all: Gonna get tired of me telling ya-all "it connects up" but that's researced fact..."common school" set up by Founders common-sense to socialize, and we've been distorting and starving the process ever since. If teacher has 20 or less in class, can manage some of what's demanded -- above that, it's chaos...and can lead to consequences psychologically for those lost-in-process, sometimes as driven-out as here.

Everyone knows that the desire to release seminal fluid is definitely part of the male sexual drive. What turns a boy into this kind of a man?? Eddie the cop....do you have some insight? Some cops are rapists but Eddie is a real gentlemen, even though he can't stand me and prays every night that I die from one of the 10,000 unlisted diseases in India. Eddie, or Doctor Sleuth, what is the deal with this kind of male behavior? Total selfish male aggression? Hatred for you mother? Hatred for Aunt Bertha? I do not get it? Someone please explain this behavior, and from a forty year old yet. It is a "dog eat dog" world. It is ok for a man to live in a "man eat woman" world, as long as she is enjoying the cunnilingus and giving directions. Most women love it but do noy want to talk about it. Free yourself Scarlet! Not to be crude but I am trying tell men something. Alot of them know, alot of them don't get it.
