(PORTLAND, Ore.) - Detectives in Washington County say a man with multiple identities, wanted on sexual assault charges, may have one of his victims with him. Detectives are asking for the public’s help in identifying the whereabouts of Ismal Recinos-Velasquez. On Thursday, May 13, 2010, a warrant was issued for 30-year old Ismal Recinos-Velasquez, also known as 36-year old Jose Perez-Perez, on charges stemming from the sexual abuse of two young girls. Sheriff’s Detectives first learned of Ismal Recinos-Velasquez in November when his girlfriend, 36-year old Rosa Lopez-Hernandez, reported to deputies that he had been sexually abusing her daughter. Detectives also received information that he had been sexually abusing a 12-year-old girl. Ismal Recinos-Velasquez disappeared when he learned that Rosa Lopez-Hernandez had reported him to the authorities. She had learned from her daughter, Alondra Hernandez-Hernandez, that Ismal Recinos-Velasquez had been molesting her for some time. Deputies brought in detectives to continue the investigation. Through interviews, Sheriff’s Detectives learned that Ismal Recinos-Velasquez had been sexually abusing Alondra Hernandez-Hernandez by coercing her into complying with his demands. When she would refuse his advances, Ismal Recinos-Velasquez would physically assault her mother in front of her. He would blame Alondra Hernandez-Hernandez for the assault and told her he would assault Rosa Lopez-Hernandez again if Alondra didn’t comply with his sexual demands. About three weeks ago detectives took a runaway report from Rosa. She reported her daughter Alondra had left home and had not reported where she was. In the last few days detectives have received information that Alondra had gone to Ismal’s brother’s house looking for Ismal, around the time she disappeared from her home. Detectives now believe there is a possibility that Alondra is with Ismal, and that Ismal has likely changed his name once again. Alondra Hernandez-Hernandez is 15-years-old, about 5’2” tall, and she weighs 145 pounds. She has dark hair and dark eyes. She may have a red backpack with her. Ismal Recinos-Velasquez is described as a Hispanic man in his early 30’s. He has used different names in the past, the latest being Jose Perez-Perez. He is 5’03” tall and weighs about 140 pounds. He has black hair and brown eyes. Ismal Recinos-Velasquez is wanted on the following charges:
If you know the whereabouts of Ismal Recinos-Velasquez or Alondra Hernandez-Hernandez, please call 911 immediately. Detectives believe Alondra may appear as if she is a willing participant in the relationship with Ismal, but with the history of abuse and coercion there is a good chance she is afraid to leave him. I'm a victim of a sex crime also. ****my prayers are with her. and all you that blame the victims its only noticeable NATALIE, that SHE have never been in a situation of a SEX CRIME OR A DOMESTIC VIOLENCE.It is hard to get away from someone who has brainwashed you. if you READERS have a problem with what I typed, I DARE you to stop thinking about you and try to put your self in their SHOES!!!YOU would NOT be able to handle it at ALL! To the poor girl and woman that went through that Horriffic Tragedy I have some what of the same SITUATION!!! and know how you feel!

So, they both shared the same abusive boyfriend? Nice. Men don't appreciate what they didn't work hard for. Where do these mothers come from? This is the case when I'm all for that "feminism thing"- dignity and self-respect, that is. Feel sorry for the girl. At 15 she doesn't have anybody to protect her and teach her any better.

Sounds like the girl made it back home. Well without a doubt in my mind I saw this man. The girl he was with was also very young 14-16 yrs old. I distinctively recognize his eyes and the scarred acne on his cheeks.

I saw this man and woman in Vancouver at Regal Cinema 99 at around 6:20 pm. The girl has longer hair now and they were with a small child. She was obviously too young to be the mother of this child. He was wearing sunglasses inside the building and were both acting very suspiciously

No way you'd think this man capable of such acts just by looking at him. An ordinary appearance is an ancillary tool of some of the worst criminals.

I don't mean to be insensitive, but I can't just comprehend it. If he assaulted the mother in front of her daughter, blamed her, and the demands were sexual, then the mother didn't learn about the abuse from her daughter. She knew it all along. I would rather spend the rest of my life locked up for "accidently" dropping an axe on my child's abuser than teaching her that it's OK to be treated like that. Poor girl.
