(WOODBURN, Ore.) - At about noon yesterday Deputies received information from Hubbard PD that Arturo Salinass, the inmate reported to have escaped from the Santiam Correctional Institution over the weekend, was holed up inside. The Marion County Interagency SWAT team was called to the scene. Over the course of more than five hours, negotiators spoke with Mr Salinas several times. During the standoff investigators determined that 70-year-old Loren Thompson, who lives at the 11823 Carl Rd Address, was inside the residence and Mr. Salinas was not letting him leave. Just after 5:30 pm, the SWAT team fired two impact munition rounds hitting Mr. Salinas as he stepped outside the door of the mobile home and then started to retreat back inside. At that time the SWAT team attempted to force entry into the home but Salinas was blocking the door. Two diversionary devices, commonly referred to as Flash-Bang devices, were deployed to distract and disorient Mr. Salinas while the team made entry. Immediately upon entry the team took Salinas into custody, talked to him and at some point he became unconcious for unknown reasons. He was transproted to Salem Hospital where he was treated and released to the custody of the Oregon Department of Corrections. Mr. Thompson was not injured during this incident. Apparently Salinas and Mr. Thonmpson have a past association which involved Salinas doing some general labor type work for Mr. Thompson. Agencies on scene included the Marion County Sheriff's Office, Woodburn Police, Hubbard Police and the Oregon State Police. Also assisting were Marion County Fire and Public Works.
