Amber Alert Issued for 10-Month Old New York Girl

(NEW YORK) - The NYPD has activated the NY State AMBER Alert and is investigating a confirmed child abduction that occurred at 305 7th Avenue in Manhattan, NY, at about 11:00 a.m. East Coast time today.

Police say the suspect, a non custodial parent, took the child from supervised visitation.

"The suspect has psychiatric history, including chronic paranoid schizophrenia and bipolar disorder," an NYPD spokesperson said.

They say the woman has refused medication and has been deemed by a court to be a danger to her child. The suspect was last seen traveling on foot leaving 305 7th Avenue.

The victim, Carmen Vidamya Lopez, is an Hispanic female, 10-months old, 2' 2" tall, 19 pounds with brown hair and eyes. She was last seen wearing a blue and white dress, black socks, purple wool hat, and a grey coat.

The suspect is Katherine Mora Ruiz, a 31 year old Hispanic female, 5'5", 170 pounds with brown hair and eyes. She was last seen wearing light blue jeans, a grey sweatshirt and pink and yellow sneakers.

There is no vehicle information available at this time.
