One Year Later, Suspect Arrested in Death of Kimberly Powell

The suspect, Rocendo Rosales-Corona, fled to Mexico after the accident, but when he returned to Lodi, Calif. he was arrested.

(PORTLAND, Ore. ) - A year ago last Saturday, Kimberly McDaniel (Formerly Powell; her parents have requested she now be referred to by her maiden name) was jogging along NE Frontage Road in Dodson (approximately MP 36 on the north side of I-84).

At about 11:00 AM she was hit by a westbound car which fled the scene leaving her severely injured and barley visible by the roadway.

A passing couple glimpsed the bright colored jogging top that Kimberly was wearing and stopped to investigate at 11:07 AM. The couple rendered what aid they could and called 911.

Kimberly was transported by ambulance to Emanuel Hospital with life threatening injuries. She died on 7/15/06 at 9:02 PM with her family at her side.

Immediately after the incident the Gresham/Multnomah County Vehicle Crimes Team (VCT) began an investigation.

Based on the initial VCT findings the East Multnomah County Crime Team was summoned and the case was treated as a possible homicide based on evidence they had at the time.

MCSO Det. Jay Pentheny and Gresham Det. Jason Servo took the lead and began an exhaustive process in obtaining information.

With only a non-descript passenger side mirror and the approximate time the incident occurred the detectives had very little to go on.

Then, in October 2006, they received credible information from a person in the SW region of the United States that helped them to identify Rocendo Rosales-Corona (DOB 3/28/82, Male Hispanic, 5'2", 135 lbs Resident of Mexico).

Also from this information they were able to find and seize the vehicle that struck Kimberly. The broken side mirror that had been left at the scene matched the car.

In efforts to locate Rosales-Corona Det. Pentheny and Det. Servo discovered he had fled the U.S. and was in Mexico.

In February 2007 Det. Pentheny began the process to have the U.S. Government extradite Rosales-Corona out of Mexico.

This process was still being pursued up until last Saturday.

In the past three weeks Det. Pentheny and Det. Servo obtained information that Rosales-Corona had reentered the U.S. and was in an area near Lodi, California.

Following up on these leads they went to Lodi last Friday, and by Friday night they had exhausted all of their leads with out success.

On Saturday, Det. Pentheny and Det. Servo followed up on an area Rosales-Corona might be.

The information on the area was vague and they didn't have high expectations that it would be fruitful.

At approximately 4:00 PM, however, they observed Rosales-Corona walking to a local store.

When he came out of the store they approached him and identified themselves as detectives from Oregon.

Rosales-Corona looked down and was not surprised to see the detectives.

One year to the day that Kimberly McDaniel's life was cut short due to a hit and run driver, Det. Pentheny and Det. Servo took Rosales-Corona into custody.

He has been charged with one count of criminally negligent homicide (Class A Felony) and one count of failure to perform duties of a driver to injured persons (Class B Felony).

Rosales-Corona will be extradited to Oregon in the near future.

The exhaustive and patient efforts of Det. Pentheny and Det. Servo and the invaluable assistance of the Lodi Police Department are attributed to the ultimate capture of Rosales-Corona.

Law enforcement personnel involved will not discuss any information related to informants in this case.

I share a common interest with the good people in New York. You see, a few years ago Steven Bacon was struck down in a hit and run incident. As a result NY State Rep Thomas Omara introduced A-02180 and PA State Rep. Tina Pickett introduced HB 2093. Both bills are stuck in the respective transportation committees and will stay there until the governors of both PA and NY will lobby to make these bills law! The bill calls for passengers to do their civic duty when the driver won't. It calls for passengers in hit and run vehicles to call 911 if their good for nothing driver won't. I think you are all missing the point of this newspaper article. It is about the pointless death of a young woman and the hard work the police put in to catch her killer. This is not the place to rant and rave about illegal immigrants killing hard working people. I bet if you stopped and looked at the crime stats you would find legal Americans have been charged with hit and run crimes. From this New Zealander reading these comments this is not the correct time or place. RIP Kimberly and well done the police.

Kimberley's Law Dear Editor, As we come up on the second anniversary of the tragic hit and run death of Kimberly Powell it is important to again praise Multnomah County Detective Jay Pentheny and Gresham Detective Jason Servo for giving some closure to the her family. Every year nearly 1000 innocent pedestrians are murdered by hit and run drivers and close to 18,000 others manage to cling on to life after being left for dead. In many cases passengers, in the offending car are witness to the felony and are currently under no obligation to lift a finger to help a fellow human being. I say, that if it is a privilege to drive a car, it is also a privilege to ride in one. Thus passengers of the offending hit and run vehicle must be made to call 911 or seek help for hit an run victims in a reasonable time or face prosecution. Obviously a 10 year old could not be held to that standard of citizenship. But until we encourage passengers to be good citizens, hit and run drivers will continue to flee and sober up and leave people to die. This concept is basic that I wonder why no state has incorporated it. But if the good people would be the first state in the nation to adopt such a law you might call it Kimberly's Law. There are a few places in America that relize the danger from these hateful Mexicans and are working to defend America. Only by coming together will white and black America beat back the hateful infkux of invaders from Mexico.

Bobby- since those beach people live in the affected area, isn't the fact that they are not concerned the proof in the pudding? I live in a beach community too where "well to do" people are everywhere. The rules you guys refer to are "laws" drawn on a map by people. They have little to do with the way God intended this to be. I don't refer to any people as "illegals" I might use the word "illegal" but I will always include the word "people" along with it. I guess we'll not agree here, I believe you are both decent people as you said, please remember that these are people we are talking about too, thanks.

Hey Matt : I am a moral, ethical, peace loving, good hearted and giving person . But I am not stupid !!!! What is it about the "WORD" "ILLEGAL" you don't understand ? We are a country governed by the rule of law ! Hopefully that is the way it will remain . These Illegals that come here are just that.."ILLEGALS".

Matt, my uncle lives in Laguna Beach, he is well-to- do, and if there is one thing I have noticed about people in the Beach areas in Southern California, it is that on the illegal immigration issue they are just plain unconcerned. Apparently the State of California being bankrupt,largely due to the bottomless pit known as illegal immigration is something the "beach" people think is of no consquence to them. Well it is. The beaches are contaminated most of the summertime because the sewage system cannot handle the influx of millions upon millions of people. The roads are in disrepair because all of the money of California goes to service the needs of people who are not even here legally. I agree with some of your ideas on poverty, but don't you think the responsible thing would be to care for our nation and state first?

Anyone who has come here yesterday, illegally or not, is more important to Hillary Clinton, Nancy Pelosi or Harry Reid, than longtime, taxpaying, hardworking, war fighting---American citizens.

I can't believe the things I read here. Candymatson... whether you mean the things you write or not, there are not millions of people flowing over the border. There are probably millions here, but they harvest our vegetables man, and they are loving family people who are trying to get ahead. Success should not be a birthright. This is something we should involve ourselves in the Mexican economy and the Guatemalan economy to make people just want to stay there, and even go back, that is the answer. Where is the outrage in this country from concerned citizens ???? Isn't it about time we took back our country from millions of illegals entering our country ? Remember those of you out there who are intelligent enough to vote, crucify those politicians that persist in amnesty for millions of illegals who are here just for the "benefits" this country offers . Persons wishing to become U.S. Citizens must enter this country through our Immigration System .

I think a national registry of all U.S. citizens killed and maimed by illegal aliens over the last twenty years would would be useful in the debate on immigration policy going on in Washington D.C.
