(SALEM) - Under a stipulated settlement with the Oregon Liquor Control Commission, the licensee for Rack N’ Cue 1970 Lancaster Dr. NE #125, agreed to pay a $3,465 civil penalty by Jan. 26th or begin serving a 21-day license suspension Jan. 31st for a liquor law violation. The OLCC says the licensee failed to maintain liquor liability insurance or a minimum $300,000 corporate surety bond, in accordance with OAR 845-005-0400(1). The licensee is Rack N’ Cue, LLC; Liem T. Lam, member. In a settlement, licensees Kuldeep Sidhu and Jaskaran Singh Samra of Keizer Mart, 4940 River Rd. N., agreed to pay a $1,650 civil penalty by Jan. 26th and serve a 23-day license suspension (starting Jan. 31st) -- or serve a 33-day suspension -- because the licensees’ agent or employee made false statements, saying she had checked the ages of two juveniles before selling them alcohol when she hadn’t, violating ORS 471.425(1). The second violation (OAR 845-006-0335(1)(a)(b)(c)) occurred last August when an employee failed to verify the ages of two juveniles before selling them alcohol. In lieu of a 10-day suspension or $1,650 civil penalty for this violation, the licensee agreed to install and use age verification equipment. Licensee Kathleen L. Miller of Kat’s Korner Billiards & Sports Lounge, 3393 River Rd. N., in Keizer, must pay a $1,155 civil penalty or serve a seven-day suspension because on Sept. 27th an employee permitted two minors to be on the licensed premises or in an area prohibited to minors, in violation of OAR 845-006-0335(3)(b). In another settlement, licensees Rita Aviles, Francisco Melendez and Sylvia Aviles of Salvador’s Bakery III/El Corralejo, 320 N. Pacific Hwy., Woodburn, agreed to pay an $1,115 civil penalty by Jan. 26th or serve a five-day license suspension (Jan. 31st) for allowing alcohol to be sold, served, consumed or removed from the licensed premises between the hours of 2:30 PM - 7:00 AM, in violation of OAR 845-006-0425(1). Lupita’s, 311 N. Front St., Woodburn. $9,900 civil penalty and four-day suspension, or 64-day suspension. Result of Oct. 13th OLCC compliance check. Two persons involved. Second violation: licensee permitted two employees to sell, mix or serve alcohol, or manage those who do, without valid service permits. Licensee: Martin Ochoa. In a settlement, licensees William D. and Charles D. Hanna of AV Market & Pub and Grill (L), 6002 NE William R. Carr, Adair Village, agreed to pay a $3,465 civil penalty by Jan. 26th and serve a 23-day license suspension (starting Jan. 31st) -- or serve a 44-day suspension -- for two liquor law violations. The OLCC says first, the licensee failed to maintain liquor liability insurance or a minimum $300,000 corporate surety bond. And, in violation of ORS 471.425(1), the licensees made false representations twice on renewal applications by indicating they had liquor liability insurance. Expect strong dollar-driven opposition to added costs on both sigs and liquor. BUT since, as advocates for both insist, users know and make conscious choice, how can they oppose measure to minimize others making same painful error --and needing heavy-cost treatments for addiction, now paid for by others who were wise enough NOT to get hooked !!!

Trust is implicit in every commercial contact with immature customers. When that trust is violated, heavn-painful consequence should follow, rapidly. We should applaud such painful consequence especially for anyone engaged in enterprise known to be both dangerous and, sometimes, lethal --as in underage driving situations.
