The second offense should have never happened, because he sholdn't have been let out of jail. But he was. After the second offense, he should have been hanged. Full stop, end of story. When will society decide to protect children from monsters? Instead, we are kept safe from the dangers of Nyquil. We have a sex offender registry. Obviously, it is worth precisely as much as a restraining order, which is to say, the same as holding up a sheet of paper to prevent an attack.
