(HILLSBORO, Ore.) - A Hillsboro man has been arrested for third-degree Rape by the Washington County Parole and Probation Department. They say 35-year old Robert Earl Hogan was also taken into custody over a a parole violation detainer. Michael Rouches with Hillsboro Police, says officers were called to 162 SE Oak Street in Hillsboro last night at approximately 8:00 PM to assist Washington County Parole and Probation officers in checking on Hogan and the possibility of his relationship with a 15-year old female. "Upon investigating, police and probation officers discovered Hogan at the location with a 15-year old female runaway from southern California," he said. According to Rouches, officers investigating the case were able to determine that Hogan and the female had sexual relations. In Oregon, suspects charged in third-degree Rape did not necessarily use force against their victim, the charge is levied over the victim's age. Investigators say Hogan and the female had met via the Internet and she had traveled to Oregon 2 days earlier to meet Hogan. She had been staying at his residence since arriving, Rouches said. Story continues below Police arrested Hogan for the Rape charge and he was also placed under a parole violation detainer for violating the conditions of his parole. He was lodged in the Washington County Jail with no bail, Rouches said. "He had a prior Rape-3 charge for which he was on supervision by the parole department." Rouches says the victim was placed in protective custody pending return to California.
