(SALEM, Ore. ) - Pacific Power crews worked through the night in many parts of the state, restoring power to homes and businesses wherever possible. In total, Pacific Power's customer outage total fluctuated around 37,000 in Washington, Oregon and Northern California. However, 90 - 120 mph winds forced crews to be pulled back from trouble areas in hard-hit Clatsop County, where nearly 23,000 customers were without power throughout the night. Lincoln City also experienced significant additional outages in the early morning hours, when a Bonneville Power Administration transmission line failed, bringing customer outages to nearly 12,000. Lincoln City also has been experiencing loss of telephone service. Approximately 790 Coos County customers remained without power at daybreak. Other, smaller outages persist in various parts of Pacific Power's 3-state service area. Throughout the night, Pacific Power damage assessment teams worked to evaluate problems and solutions and get repair materials delivered to work sites. Supplemental crews had to cut their way into Clatsop County through scores of downed trees blocking Highways 26 and 30. Huge, 100 foot transmission poles also were downed, taking out large sections of transmission lines. In one area, a large 115kv transmission line was downed, with a 115kv BPA line down on top of it, doubling the difficulty of repairing the structure. Additional crews from Yreka, CA, Southern Oregon and Walla Walla, WA were mobilized during the night to the coast where the most significant damage has occurred. At 4:00 AM Monday, the high winds reportedly have not subsided. The Pacific Power crews have conducted all restorations and repairs without injury, but did mobilize to clear streets in Astoria for an ambulance carrying a young man crushed by a falling tree. People are urged to remain indoors and away from trees and power lines. The ground is saturated from intensive rainfall and trees are leaning into power lines and dropping to the ground. Pacific Power says that some outages could be of extended length and we encourage customers to prepare for that possibility by having warm layers of clothing, flashlights and battery operated radios, a hand operated can opener and supplies of non-perishable foods and bottled water all easily accessible. If you find downed power lines, stay well away and call your power company. Not all downed lines are energized, but it is impossible to tell if they are. Call Pacific Power's "LitesOut" line toll free at 1-877- LITES OUT (548-3768). Approximate customer outage counts as follows: Lebanon 133 Roseburg 960 Enterprise 46. PGE says currently, about 2,000 customers are without power in the entire service territory, down slightly from the total at 5:00 AM. Crews have restored electricity to all but about 300 customers out of the 2000 who lost power last night in Northwest Washington County. Salem, with widespread outages yesterday, is mostly back on line. While outages are now few in number in the hills near Silverton, Molalla Grande Rhonde and Willamina, it will take several hours to restore power in those areas, due to poor road conditions. If you see a downed utility line, any line, don't touch it, don't even go near it. Seaside is currently without phone and cell phone service. Road Closures and Delays: Highway 30 near the Columbia-Clatsop County line is CLOSED due to an early morning mudslide. Both directions of the roadway are temporarily shut down at this time. Motorists are advised to take an alternative route. The following state highways have significant delays or closures: OR 18 between mile posts 1 and 17 has been closed because of multiple downed trees on the highway. On OR 22, 6 miles west of the intersection with OR 18, a tree is blocking the road. U.S. 26 from mile posts 2.5 - 45 is closed because of severe weather and downed trees. OR 6 from mile posts 2 – 27, there are reports of several trees down. At mile post 6, a tree fell onto a vehicle, and the highway is closed. OR 30 at mile post 62, near the intersection with OR 47, is closed due to mudslides, high water and debris. At milepost 80 to 92, there is also a closure from multiple trees down blocking the highway. At OR 202 and 8th, in Astoria, a vehicle crashed into a power pole. The highway is closed, just east of Old Youngs Bay Bridge. U.S. 101 Business at mile post 1.5, just of south Astoria, has been closed due to severe weather and down trees. U.S. 101, between mile posts 21 and 23, just south of Seaside, is closed because of high water on the highway. U.S. 101 is closed at mile post 64 (just north of Tillamook) because of downed power lines and high water between Latimer Road and Wilson River Loop. The length of closures are unknown at this time. Motorists are advised to avoid the areas and use alternate routes. OR 180, 1 mile East of Intersection with Corvallis - Newport Highway US20 MP 1 CLOSED. A tree has fallen into the power lines and the road is blocked. Use alternate route One street closure in Portland: SE Foster is CLOSED at 111th due to street flooding. Several areas of standing water in Portland: SE 114th, 122nd, 102nd, 82nd, 89th; SW Macadam and Bancroft, Barbur Boulevard in Burlingame; NE 102nd and Clackamas, 145th and Glisan. Please drive carefully, and do not drive around barricaded streets with standing water. Homes Evacuated in King City: A clogged culvert along Highway 99, just south of Durham Road, has resulted in significant flooding of the southbound lanes of Highway 99 and a King City neighborhood at SW Queen Anne Avenue and Royalty Parkway. Motorists are encouraged to use an alternative route at this time and/or use extreme caution if traveling southbound due to limited access, heavy equipment, and crews working at the site. Clean Water Services and ODOT crews plan to work throughout the night if needed to unclog the culvert before morning rush hour. Earlier this evening, 18 residents and two cats from 16 homes were evacuated due to water backing up into their neighborhood from the clogged culvert. Firefighters and King City police officers went door-to-door at some homes assisting senior citizens, but had to utilize its Water Rescue Team to evacuate those seniors threatened by deeper flood waters. While conducting the evacuations firefighters had to contend with safety concerns over stepping in open man holes and outdoor landscape lights under water. Evacuees were taken to temporary shelters at the King City Fire Station and City Hall (King City) and later placed into a local hotel by the American Red Cross. Sunday afternoon, Clean Water Services was notified by residents concerned about rising water and responded to access the situation. Crews discovered the clogged culvert and began attempts to unclog the system. At about 8:30 PM, increasing rain amounts eventually overloaded the culvert, backing water over Highway 99 and into the Queen Anne and Royalty Parkway neighborhood forcing the evacuation of residents.
