(CHENNAI, India) - Surendra’s cartoon exposes the metamorphosis of current Government of United Progressive Alliance [UPA], headed by former IMF executive Man Mohan Singh and economic hit man par excellence, in redefining democracy as it actually is: a voter is a machine that converts cash into votes. In other words, election is a democratic machine that converts cash into legitimate authority. This Government has announced that beginning New Year it will transfer Rs. 3,200 billion [US$64 billion] to 100 million households annually directly into their bank accounts. The sop comes to 32,000 rupees per household per year; other sops like fertilizer subsidy, transfers under employment guarantee Act [NREGA], and Public Distribution System [PDS] will now be withdrawn. These programs were designed to help small and marginal farmers and landless laborers who constitute the bulk of India’s poor. Government’s argument is that there are massive leakages and corruption at implementation level. Leakages occurred because of problem in identification.
