(LAGUNA BEACH, Calif.) - Aliso Creek photo by John Krill of Laguna Beach In October of 1999, after the TV and newspaper media began responding to our demand requiring the County to close this beach completely for recreation, the newly-formed consortium (Clean Water Now! Coalition) confronted Laguna Beach City Council requesting they take a more aggressive stance and litigate upstream polluters to protect our residents.

The Council blinked and the CWN!C co-hosted what was the first municipal meeting for this issue on November 9th, a greatly publicized and media saturated workshop with local ocean pollution as the sole topic.

Costs soaring, the promised pollyanna tax revenue for the County diving, it just gets worse by the day. The contaminant cleanup budget soars, removal progressing slowly and ineffective for water-borne pollutants migrating region-wide. Little or no preemptive risk assessment, no contingency or fallback strategy. No Plan B, Just Plan A(gran).

We need an OC Grand Jury intervention, and like Watergate, let's have the OC District Attorney's Office follow the money.

Irvine's chosen developer, Lennar Homes, has a decades long reputation and fiscal nationwide history rife with horror stories, vendor mischief and LLC bankruptcies, yet it continues to do business in spite of its ineptitude and lapses.

Launched in January of 2010, Odd Man Out is the creation of Roger von Bütow and his OMO columns are written exclusively for Salem-News-com. He's built everything from commercial spas to award-winning private residences, and provided peer review and consultant analyses for single homes, subdivisions and upscale resorts.

He's available for those who want to see every project integrate (to the maximum extent practicable) the emerging strategies and lofty goals of Green Building, especially Low Impact Development (L.I.D.). His extensive writing skills and services include technical submissions and testimonials.
