(SALEM, Ore. ) - Today Governor Ted Kulongoski ordered all flags at public institutions be flown at half-staff throughout Oregon on Tuesday, September 11th, in observance of Patriot Day. Initially, the day was called the National Day of Prayer and Remembrance for the Victims Of the Terrorist Attacks. President Bush also asks Americans to observe a moment of silence beginning at 8:46 A.M.
