Inmate Missing From Minimum-Security Prison in Salem

(SALEM) - A minimum-custody inmate was discovered missing today during the 4:00 PM inmate count at Santiam Correctional Institution in Salem.

53-year old Arturo Salinas

53-year old Arturo Salinas was serving 15 months for Robbery III from Marion County. He was admitted to prison last September and had a projected release date in August.

Salinas is described as a balding Hispanic male, 5'10" tall, weighing 185 lbs. He has black hair and brown eyes. He has scars on his forehead, abdomen, upper right arm, left wrist, right knee, left forearm, right hand, right forearm, upper left arm and right arm.

He has two roses and margarita tattooed on his chest, a palm tree tattooed on his upper right arm, the silhouette of a lady on his left forearm, and a skull on his left ankle. He was reported to have been last seen wearing blue jeans with the word "inmate" stenciled on the knee in orange and a blue T-shirt similarly stenciled.

As a minimum security prison, Santiam Correctional Institution houses minimum-custody inmates with less than three years remaining on their sentences. It has a single perimeter fence topped with concertina wire. The perimeter fence does not appear to have been breached.

The Oregon Department of Corrections Fugitive Apprehension Unit and the Oregon State Police are investigating. Anyone with information regarding his wherabouts should contact the Oregon State Police at 1-800-452-7888, the non-emergency number of their local police department, or the Oregon Department of Corrections Fugitive Apprehension Unit at 503-945-0975.

The midnight count was 432 at Santiam, and 13,337 statewide.
