Kidnapping and Car Theft Suspect Apprehended

Police say the man was armed with a .38 caliber handgun.

(KEIZER) - Police detectives arrested a man suspected in a recent kidnapping and robbery incident that happened in Keizer on March 6th.

It began with the Keizer Police investigation of the kidnapping that was reported near the 3800 Block of River Road North, as Antonio Aguilar-Mayo of Keizer parked his vehicle. He said the suspect forced him to drive north of Keizer to the 7200 block of Lebrun Road NE where he was robbed at gunpoint.

Early the next morning, Mr. Aguilar-Mayo reported that another vehicle belonging to him, a 2002 Ford Explorer Sport Trac Utility Pickup bearing Oregon license plates YSQ 451 was stolen from his residence at 3379 River Road North.

Then on March 10th at about 5:20 PM, the Marion County Sheriff`s deputies were called out to investigated an incident that occurred at Benavidez Quality Tires, in Woodburn, 698 North Pacific Highway,.

When police arrived, a man who they thought was the kidnap suspect, was found apparently hiding inside the business just prior to its closing. Employees at the business felt the suspect might have been trying to hide so he could commit a burglary after the business had closed and the employees had left.

While waiting for officers to arrive, employees tried to detain the man, but then he brandished a firearm and they say he fired at least two rounds, and was able to flee the area without being apprehended. Deputies say they are continuing to investigate that incident.

On March 14th, an officer from Salem Police was attempting to pull a car over near Lancaster Drive NE and State Street, when he realized that the license plate on the vehicle, YSQ 451, may be that belonging to the vehicle that was reported stolen from Keizer on March 8th.

A short pursuit ensued and the driver of that vehicle was apprehended by the Salem officer, who confirmed the license plate on the suspect vehicle was indeed YSQ 451, but the vehicle that the license plate was on was not the same that had been reported stolen to the Keizer Police Department on March 8th.

This particular vehicle was a white Ford Explorer, not the Silver Ford Explorer Sport Trac Utility Pickup Antonio Aguilar-Mayo had reported stolen. Further investigation revealed the vehicle that was being operated prior to this traffic stop was an unreported stolen vehicle that was taken from the Miles Chevrolet dealership in Woodburn.

30-year old Baltazar Delgado was arrested and charged with Unauthorized Use of a Motor Vehicle. Police say they eventually learned that Baltazar Delgado was incarcerated at the Marion County Correctional Facility when the first two incidents happened, eliminating the possibility that he was behind the kidnapping or stolen vehicle incidents.

A few days later, on March 15th, members of the Keizer Police Department`s Community Response Unit were told that Antonio Aguilar-Mayo`s stolen vehicle was possibly being operated in NE Salem. Officers responded to the area where another short pursuit ensued. Police had the vehicle stopped at 47th Avenue and Herron Road NE. Officers confirmed the vehicle that was being operated by the suspect at the time of this incident was indeed the 2002 Ford Explorer Sport Trac Utility Pickup that Antonio Aguilar-Mayo had reported stolen on March 8th. Javier Munoz was taken into custody and was charged with Unauthorized Use of a Motor Vehicle as a result of this incident.

On March 19th, the Hubbard Market at 2887 Pacific Highway 99E was robbed at gunpoint. This incident was being investigated by the Hubbard Police Department. The victim of this robbery was a gas station attendant.

Finally on Wednesday, Detectives from the Keizer Police Department and the Marion County Sheriff`s Office responded to the Best Western room 309 in Woodburn where they located Rudolph Valenciano, who was identified as the suspect in the robbery of Antonio Aguilar-Mayo on March 6th, the suspect from the Benavidez Quality Tire business incident on March 10th, and the suspect from the robbery of the Hubbard Market on March 19th.

Rudolph Valenciano was taken into custody for these alleged crimes at about 12:30 PM. When officers arrested Valenciano, they say they found a .38 caliber revolver, and a small amount of methamphetamine. He was taken into custody without incident and was transported to the Marion County Correctional Facility. He faces three counts of First-Degree Robbery, three counts of Unlawful Use of a Weapon, one count of Menacing, two counts of Felon in Possession of a Firearm, and one count of Possession of a Controlled Substance, Meth. His bail amount is $155,000.

Just deport them and quit wasting tax payer dollars on trials for people, that most likely aren't even legal U.S. citizens anyway. Police did a job well done, unfortunately most of the time these criminals end up back on the streets. It seems like people that pull these crimes just do it over and over again. When will it ever end?
