(SALEM) - Oregon State was an underdog the moment it took the field at the College World Series. The Beavers didn't come from the right part of the country. They didn't have enough pitching. They couldn't keep fighting off elimination. But Bill Rowe scored the go-ahead run on second baseman Bryan Steed's throwing error in the bottom of the eighth inning, and Oregon State held on to beat North Carolina 3-2 for its first College World Series title The national title is only the second in Oregon State history, coming 45 years after the Beavers won a cross-country crown. Oregon State is also the first team from the rainy Pacific Northwest to ever win the national baseball title. Jonah Nickerson, the gutsy right-hander from Oregon City, was named Most Outstanding Player in the College World Series. Nickerson made three starts in eight days, and allowed only four runs. The Keizer City Council last week approved a 4 percent water rate increase. The increase means residents on average will pay between $ and $8 more per year for water services, and the average Keizer business will pay between $21 and $22 more per year. Residents will also see an increase in the administrative fee associated with sewer bills. The sewer rate will increase from $ 4.50 to $4.85. The city says the increases are expected to generate an extra $20,000 annually. This is the fifth consecutive year that water service rates in Keizer have increased. It may look old and worn out on the outside, but on the inside, beautiful, and colorful hand painted artwork hangs from the walls for all to enjoy. Patients at the Oregon State Hospital in Salem, are using culture and art as part of their therapy and daily living. Patients work extremely hard on the artwork both as individuals, and as groups to help them learn and understand about different cultures from around the world according to George Bachik, Director of Social Work at the hospital. Wards pick diversity projects and then study that culture and the country. From the country`s economy to geography. Once their artwork is completed, the art is displayed in the wards living area, as well as throughout the hospital in public areas for all to enjoy. The hospital hosts a diversity week in September, where hospital staff and the public are invited to take the diversity walk around the world. A passport is handed out to attendees, who then can take a walk around the world, visiting different tables, that feature information, food, and pictures from that country. Bachik says some patients even get groups to come and perform dances, and music. They take this very seriously, and they work very hard on their artwork and diversity projects for all to come and enjoy Bachik said. During the World Beat Festival, two pieces of artwork painted by patients from the state hospital were on display. If you use Liberty Street SE to get to work, school, or downtown, Be Aware! that beginning in late July or early August, Liberty Street SE near City Hall will be reduced to two lanes of traffic while crews rehabilitate the bridge over Pringle Creek. Salem Public Works spokesman Mike Gotterba says the bridge was built in 1928, and has settlement occurring in both the north and south bridge approach embankments. Gotterba says they know this project is going to be a challenge not only for construction crews, but commuters as well. In order to stabilize the approach embankments, steel sheet pile walls will be driven at both the north and south ends of the bridge. New concrete end panels will also be added in the areas of the steel sheet pile walls to provide a smooth transition from the existing asphalt roadway to the bridge structure. The bridge surface will be covered with a microsilica concrete overlay to improve the riding surface and minimize future surface maintenance. The stairway from the bridge to the Pringle Creek pedestrian path will also be reconstructed as a part of the project. Gotterba added that during the project, Liberty Street SE will not be totally closed at any time. Gotterba says the city is cranking-up it`s outreach effort, notifying businesses and residents about the upcoming project so they can adjusts in anyway they can to minimize the impact the project will have on the Salem community. The$1.25 million project is being funded by ODOT, the City of Salem, and the Salem Urban Renewal Agency. Once the work begins, weekly email updates will be available to all interested parties. A detour route using 17th Street NE, State Street and 12th Street NE is in place. Brush College Rd NW at the intersection with and west of Doaks Ferry Rd will have lane closures with flaggers for sewer line installation and street improvement project. Fisher Road NE North of Silverton Road… Lane closures for water service repairs. Brush College Rd NW Between Doaks Ferry Rd NW and Gibson Rd NW. Lane closure with flaggers for sewer line and street improvements. Expect delays in this area. Fairview Industrial Dr SE at the Interstate 5 underpass street closed for the replacement of bridges for the ODOT I-5 widening project. Due to low river level readings, the Buena Vista Ferry will be closing on Wednesday, for dredging and will reopen at the completion of the project. Notifications will be made when the ferry is back in operation. Be Aware! The speed limit on I-5 through Salem has been reduced to 50 MPH during the ODOT I-5 widening project. ODOT will be conducting joint repair work on the northbound lanes of Interstate 5 at the Turner-Sunnyside exit. The A and B lanes will be alternately closed to traffic between 9 PM Tuesday through 5 AM Wednesday; one lane will remain open for northbound traffic at all times. 21st St NE Between Center St NE and Breyman Ave NE Street closure for sewer service repair.
