(KELSO, Wash.) - Cowlitz County has declared an emergency as a result of the heavy rain and flooding. The National Weather Service forecast for flooding has increased from minor to major severity as the Cowlitz River continues to rise.

The Cowlitz River at Castle Rock is expected to reach the flood stage of 48 feet around 4:00 PM today and crest at 55.3 feet at 4:00 AM Thursday.

Impacts of flooding above 54 feet will cause widespread flooding of residential and business areas. The Cowlitz River at Kelso is already at flood stage and is expected to crest at 24.2 feet prior to 7:00 AM Thursday morning.

River stage forecasts are based on observed and forecast rainfall and temperatures. If actual rainfall and temperatures vary from the forecast values the river stage will vary accordingly.

River forecasts include current and planned reservoir releases. The Lewis River is expected to rise rapidly due to an increase of flows from Merwin Dam. Persons living in low lying areas are urged to evacuate until the flood emergency ends.

An evacuation of persons in the low lying areas is in progress and an Emergency Community Notification System telephone message has been sent out.

Those areas with livestock, that are prone to flooding, need to consider moving their animals now rather than wait. We are requesting individuals to stay out of the affected areas.

If it is necessary for motorists to travel through standing water, do so at reduced speeds so that other vehicles will not be greatly affected.

Don't call 9-1-1 unless you have a real emergency. 9-1-1 operators are very busy with operations and do not have the time to answer routine questions. Due to the rain and flooding, churches, clubs, schools, and community groups are encouraged to cancel evening activities.
