(OREGON CITY) - An Oregon City man is behind bars for sexual relations with a 16-year old girl who he also allegedly sold as a prostitute on an Internet escort site. Police say 32-year old Justin B. Blackledge was arrested Sunday at 11:30 p.m., by a Clackamas County Sheriff's Office deputy. The arrest was based on indictments obtained after an investigation by Detectives at the Oregon City Police Department, OCPD Lt. Jim Band said. The Grand Jury indicted Blackledge for Compeling Prostitution, 3 counts of Unlawful Display of Child in Sexual Act, 3 counts of second-degree Encouraging Child Sexual Abuse, 3 counts of Encouraging Child Sexual Abuse in the first-degree, and 5 counts of second-degree Sexual Abuse II. Bail in the matter was set at $250,000. Band explains that the investigation started in September of 2008, after investigators learned that Blackledge had put sexually explicit photos of the then 16-year old female on an internet escort site, engaged in sexual acts. "This site included contact information and a price list of sexual services the teenage, female victim would provide," Band said. Oregon City PD detectives executed a search warrant in December of 2008 at the residence of Justin Blackledge, on Morton Road in Oregon City. Rand said, "Mr. Blackledge had a sexual relationship with the victim and facilitated meetings between the victim and clients, where money was exchanged for sex. These sexual exchanges took place in Beaverton and other locations in the Portland Metropolitan area." The crimes he says, took place between June of 2007 and September of 2008.

I guess it makes a better case if the police leave the perp and the victim out there for a couple of years to increase the number of charges??? How does that work for you?

So, this all went on during 2007 and 2008 and they just arrested the guy now? Just another example of how unprepared law enforcement is in dealing with internet crimes. How many times did this girl "service" a customer while members of the Oregon City Police department were trying to find the power switch on their computer?

Oregon City located a halfway house for troubled girls in the same neighborhood as half a dozen or more registerd sex offenders. This is on Hilda Street in the area near the Green Grocer and Grocery Outlet. Great planning Mayor Alice.
