Two Salem Men Arrested Along Oregon Coast

(WALDPORT, Ore.) - Lincoln County Sheriff’s Deputies arrested two Salem men early this morning in Waldport.

Lincoln County Sheriff Deputy Lance Cummings says at around 1:00 AM, he observed a 2006 Dodge pickup traveling down the center turn land for several blocks while driving east of U.S. 34 near Broadway Street in Waldport.

Cummings was able to stop the vehicle, and made contact with the driver, 56-year-old Billie Staggs from Salem.

Staggs displayed several signs of impairment and Deputy Cummings conducted a DUII investigation and arrested Staggs for DUII.

Deputy Cummings says he located a loaded .380 semi-automatic pistol concealed on Staggs person along with a single folding blade knife.

Staggs was transported to the Lincoln County Jail where he provided a breath sample. Staggs BAC was measured at .16%.

The vehicle Staggs was driving was impounded and Staggs also received a citation for having an open container.

Staggs was lodged at the Lincoln County Jail for Driving While Under the Influence of Alcohol and Unlawful Possession of a Firearm.

Staggs' bail was set at $15,000.00.

During the DUII investigation a passenger inside Staggs' vehicle, identified as 63-year-old Raymond A. Pries, from Salem, interfered with Deputy Cummings by insisting he be arrested as well.

Pries challenged Deputy Cummings to a fight if he did not arrest him as well.

Pries was arrested for Interfering with a Police Office and lodged at the Lincoln County Jail.

Pries' bail was set at $7,500.00.

Deputy Cummings was assisted by Officer Jerry Howe from the Newport Police Department.
