A second suspect in the case received three years of probation.
(PORTLAND, Ore.) - A 47-year old Portland man has received a 16-month prison sentence over a conviction for Possession and Manufacture of a Controlled Substance.
The controlled substance as it is defined under current law, was marijuana. While the man, 47-year old Sayaseng Vongsoury was a valid Oregon Medical Marijuana user, police say he possessed an amount far in excess of what is legal.
On Wednesday, Vongsoury was convicted on marijuana charges related to his November 2006 arrest by the Westside Interagency Narcotics Team, says At the time, Mr. Vongsoury had a valid Oregon Medical Marijuana card.
Washington County Sheriff's Office Spokesman Dave Thompson says that in November of 2006, Sayaseng Vongsoury and 18-year old Nathan Khingrastaphone, were both arrested at their residence located at 17004 NW CountryRidge Drive, for Possession, Distribution, and Manufacture (growing) of Marijuana.
This address is located in the Bethany area, and is part of the Enhanced Sheriff's Patrol District. Thompson says Washington County Sheriff's deputies patrol this area.
"At the time of his arrest, Mr. Vongsoury had an Oregon Medical Marijuana Card that allowed him to have one and a half pounds of marijuana to treat his medical condition, and allowed him to grow up to six marijuana plants at one time".
But Thompson says the man had over 20 pounds of marijuana in his house at the time of his arrest.
Vongsoury was convicted of Possession and Manufacture of a Controlled Substance, and was sentenced to 16 months in prison.
Mr. Khingrastaphone pleaded guilty to Delivery of a Controlled Substance and was sentenced to three years of probation.
